Impact

Upstream have intentionally pinned to v0.35 for this particular package in the require section of the go.mod. See: https://github.com/rancher/rancher/blob/v2.8.7/go.mod. Bumping this to a later version results in various dependency issues in the otel packages. Will require upstream project to apply the version updates.
