Impact

Moving urllib3 to 2.6.0 appears to be merged into upstream main in https://github.com/apache/superset/pull/36526 and the move to v2 in https://github.com/apache/superset/pull/33927 though neither commit thus far appears to be in a 4.1 tag thus far. Waiting for that to verify it is reasonable to move urllib3 from v1 to v2
