commons-lang3 3.9 is shaded inside hive-exec-3.1.3.jar. Hive 4.0.1, the newest release, still bundles commons-lang3 3.12.0, which is also vulnerable. A fix requires upstream Hive to release a version bundling commons-lang3 >= 3.18.0.
