Impact

hickory-resolver 0.25.2 is a transitive dependency of codex, brought in via rama-dns. codex's codex-network-proxy crate pins every rama crate, including rama-dns, at exactly 0.3.0-alpha.4, and that release requires hickory-resolver ^0.25, so it cannot be upgraded to the fixed 0.26.2 independently. rama 0.3.0 moves to hickory-resolver 0.26, but it removes the rama-net "tls" feature, changes the rama-tcp features, and relocates rama_net::tls APIs that codex-network-proxy uses, so adopting it requires an upstream source change in codex. Upstream openai/codex (rust-v0.161.0 and main) still pins rama 0.3.0-alpha.4. Resolution requires upstream codex to migrate to rama 0.3.x.
