Core Jenkins upgrade from Java EE 8 to Jakarta EE 9 requires extensive upstream changes including Spring Security 5.x to 6.x migration and plugin compatibility layers (StaplerRequest2/StaplerResponse2). See https://github.com/jenkinsci/jenkins/pull/9672 The funcational changes implemented in these PRs would need to be implemented by upstream maintainers.
