Impact

rustls-webpki 0.102.8 is pinned in qdrant's lockfile by qdrant's vendored tonic fork (https://github.com/qdrant/tonic, branch v0.11.0-qdrant), which depends on rustls 0.22.4 / rustls-webpki ^0.102.1. The fix lands in 0.103.12+ (cross-major), so this instance cannot be bumped without upstream rebasing the tonic fork onto current rustls.
