Impact

erb 2.2.3 is a default gem in JRuby's stdlib that cannot be replaced via Gemfile.template (a bundler-installed erb 4.0.3.1 coexists but the 2.2.3 gemspec persists). Removing it requires an upstream jruby-9.4 change.
