Impact

The affected component is the prebuilt .NET bootstrap SDK toolchain, whose version is pinned by upstream's source-build global.json rather than selected at build time. The newest published upstream source tag pins a bootstrap SDK carrying runtime 9.0.18, and the fix is present in 9.0.19. That pin cannot be moved without diverging from the upstream bootstrap toolchain, so the fix becomes reachable only when upstream advances it in a later source tag.
