Pending upstream fix

Impact

The vulnerable component is the Python package pip. Per the GitHub Security Advisory at https://github.com/advisories/GHSA-58qw-9mgm-455v (), pip is listed as affected with no published fixed version (vulnerable range <=26.0.1). The advisory has a single affected-package entry covering the entire current pip release line and no firstPatchedVersion has been published; pip itself is the upstream Python installer. Without an upstream patched release of pip, this issue cannot be closed by routine dependency-bump automation. A pending-upstream-fix advisory event is justified: the issue should reflect that we are awaiting upstream pip maintainers to publish a fixed release.
