Impact

Fixed upstream in runc 1.2.8, but runc v1.2.x privatized the previously-exported EmulatorFromList function in libcontainer/cgroups/devices. The vendored KubeVirt dependency's cgroup v1 manager still calls this now-unexported symbol, so bumping runc to a fixed version breaks the build. Remediation requires KubeVirt to adapt to the private API before runc can be bumped past 1.1.x.
