Impact

@hapi/wreck cannot be advanced to the patched 18.x line: the bundled @hapi/h2o2 9.x proxy plugin requires @hapi/wreck ^17, and forcing 18.x off the frozen lockfile breaks the OpenSearch-Dashboards build. Resolution is pending upstream OpenSearch-Dashboards updating its hapi/h2o2 stack to support @hapi/wreck 18.
