Impact

Fixed upstream in runc 1.3.6, but runc >=1.2.0 removed the libcontainer/cgroups package family (moved to a separate github.com/opencontainers/cgroups module). The vendored KubeVirt dependency's virt-handler cgroup manager still imports the old runc/libcontainer/cgroups path, so bumping runc to a fixed version breaks the build. Remediation requires KubeVirt to migrate to the new cgroups module path before runc can be bumped past 1.1.x.
