commons-lang 2.6 is declared directly in Jenkins core's bom/pom.xml at the jenkins-2.555.2 tag, with core/pom.xml explicitly excluding commons-lang3 from transitives. GHSA-j288-q9x7-2f5v has no firstPatchedVersion for commons-lang 2.x (EOL); the fix exists only in the distinct commons-lang3 3.18.0+ artifact. Resolution requires Jenkins upstream to migrate from commons-lang 2.x to commons-lang3.
