GHSA-r955-8q5j-3h83 fixed in .NET 10.0.13 (System.Security.Cryptography.Xml 10.0.13). The .NET SDK 10.0.3xx band ended at 10.0.303, which bundles runtime 10.0.11, and no 10.0.3xx release carrying runtime 10.0.13 has been published; the fix is available only in the 10.0.1xx (10.0.113) and 10.0.4xx (10.0.402) SDK bands.
