Impact

The fix for this issue in the JLine Telnet server component is available only in JLine 4.2.1. The bundled JLine is on the 3.x release line, which has no backport, and moving to JLine 4.x is a major upgrade that is not currently feasible. A pending-upstream-fix is filed until the fix can be adopted.
