CVE-2019-14993 was fixed in istio 1.1.13 and 1.2.4 (https://github.com/advisories/GHSA-qcvw-82hh-gq38). kgateway imports istio.io/istio as the Go pseudo-version v0.0.0-20261029165818-11c1ab520145, because istio's release tags are not Go module versions, and scanners read any v0.0.0 version as older than every istio release. That version is istio commit 11c1ab520145 (https://github.com/istio/istio/commit/11c1ab520145), dated 2026-10-29 on istio's main branch after the istio 1.31 release branch was cut, so it includes this fix.
