Impact

The affected filter is gated behind quirc_filter_deps="libquirc" in configure, an opt-in external library that defaults to off and is not enabled here, so libavfilter/vf_quirc.c is never compiled. Confirmed against the shipped artifacts on both architectures: vf_quirc.o is absent from the static libavfilter archive while vf_hqdn3d.o, vf_floodfill.o and vf_swaprect.o are present, and the filter library carries no quirc symbols and no libquirc dependency.
