bcprov-jdk15on 1.70 is a transitive test-scope dependency. 1.70 is the final release of the bcprov/bcpkix-jdk15on artifacts; the fix only exists in the jdk18on artifacts, which are a different Maven coordinate that dependencyManagement cannot substitute. Pending upstream dependencies moving to bouncycastle jdk18on.
