Impact

Apache Pulsar 4.0 uses the EOL Jetty 9.x, for which no remediated version is available. Upstream have upgraded their trunk branch to Jetty 12.x in https://github.com/apache/pulsar/commit/39dbbf01a264099a0f51f71ef174be66694706ef but the changes are too substantial for us to carry as a backport. For remediation, upstream will need to backport Jetty 12.x support to the 4.0 release branch, and issue a new release.
