netty-codec-dns and netty-resolver-dns ship only under elasticsearch/modules/x-pack-inference. Nothing on the classpath references io.netty.handler.codec.dns or io.netty.resolver.dns, including the AWS SDK netty-nio-client, so DnsRecordDecoder is never invoked.
