Impact

The flagged netty-handler is the copy shaded into ratis-thirdparty-misc 1.0.10, which Celeborn 0.6.3 pulls in through Apache Ratis 3.2.1; the netty version pinned by the Celeborn build does not reach this shaded copy. The newest Apache Ratis thirdparty release, 1.1.0, still bundles netty 4.1.136.Final; a patched netty (4.1.138.Final) has only been merged to the unreleased 1.1.1 branch (https://github.com/apache/ratis-thirdparty/pull/192). Waiting for an Apache Ratis thirdparty release that bundles netty 4.1.137.Final or later.
