telegraf 1.37.3 pins prometheus v0.308.1; the fix (prometheus v0.311.3) requires the go.opentelemetry.io/collector ecosystem at ~v0.148, which conflicts with telegraf 1.37.3's pinned otel-collector v0.81.0 and is not buildable.
