Impact

The vulnerable registry/client.(*manifests).Get in github.com/docker/distribution (<= 2.8.3, no patched release on this module path) is linked into the docker CLI through its manifest commands. The fix exists only in github.com/distribution/distribution/v3 3.1.2, and the upstream CLI has not migrated to it. Resolution requires an upstream release.
