Impact

Fix requires helm v3.20.2+. kubevela 1.10.8 (and main) pin helm v3.14.4; bumping cascades into k8s.io/apiserver v0.36 which removed paths still used via sigs.k8s.io/apiserver-runtime. Blocked on upstream kubevela bumping helm.
