Haproxy has confirmed that this CVE is not a bug in Haproxy and was a configuration issue in openstack-tripleo-image-elements. openstack-tripleo-image-elements is EOL/archived and not used in any way in this image. Red Hat Bugzilla link here https://bugzilla.redhat.com/show_bug.cgi?id=1332374 bug linked directly from the github advisory GHSA-8g2x-6frq-q83x states that the component is openstack-tripleo-image-elements and not haproxy itself.
