Impact

Istio bundles github.com/prometheus/prometheus as a library dependency for metric label validation. Remediating this CVE requires bumping the embedded prometheus past v0.311.x, which made breaking changes to the label-validation API surfaces that Istio still references. The bump cannot be applied cleanly until upstream Istio adapts to the new prometheus API.
