wheel 0.45.1 is a seed wheel bundled inside virtualenv (used to bootstrap new venvs); only reachable when virtualenv creates a venv at runtime, which medusa does not. Fix gated on virtualenv upstream bumping the bundled wheel seed to 0.46.2+.
