registry-library is bundled in the devfile gem's Go binary at commit 89fc566cb024 (2024-05-21), 26 commits ahead of the CVE-2024-1485 fix (PR #197, commit 0e44b9ca, 2024-02-06), so it contains the patch. Re-detection is caused by the Go advisory's unbounded SEMVER range (introduced:0, no fixed event); the fix 0.0.0-20240206 is recorded only in the advisory's ecosystem_specific custom range.
