Impact

bcpg-jdk18on / bcpkix-jdk18on / bcprov-jdk18on are bundled inside jenkins.war (Jenkins core ships these as part of the WAR classpath). The maven build for Jenkins captures the transitively-resolved bouncycastle version at WAR assembly time, so build-level version overrides are not reflected in the final WAR. Fix gated on upstream Jenkins updating its bouncycastle dependency.
