Vulnerable code not in execute path

Impact

The vulnerable conditional configuration processing in logback-core requires the Janino library, which is not included. In logback 1.2.13, IfAction skips conditional processing when Janino is not on the classpath (https://github.com/qos-ch/logback/blob/v_1.2.13/logback-core/src/main/java/ch/qos/logback/core/joran/conditional/IfAction.java#L50-L52), so the vulnerable code cannot run.
