Impact

github.com/docker/docker is pinned at the v28 line. Upstream publishes fixes for this vulnerability only in the renamed github.com/moby/moby/v2 module (v2.0.0-beta series); no fixed release exists for the docker/docker v28 module line and the module has no v29 tags. Migrating to moby/moby/v2 requires an upstream import migration in Envoy-Gateway source.
