Impact

dotnet-bootstrap-9 ships the prebuilt .NET SDK 9.0.121, which the upstream dotnet/dotnet v9.0.122 source tag pins in global.json as the SDK required to build .NET from source. That SDK carries System.Security.Cryptography.Pkcs 9.0.20, and the fix (9.0.21) shipped with .NET 9.0.21. This will be resolved once an upstream dotnet/dotnet 9.0 release pins a bootstrap SDK that carries the fixed version.
