Impact

Fix (distribution/v3 v3.1.0) removed the /reference sub-package (extracted to github.com/distribution/reference as a separate module). devfile/library/v2 (used by the devfile ruby gem) still imports the old github.com/distribution/distribution/v3/reference path. Blocked pending upstream migration.
